Summary

The Nursing Assistant functions as member of the Nursing Care Team and assigned to provide care for an adult/geriatric patient population, ranging from the critically/acutely ill patient to the chronically/terminally ill long-term patients, including mental health patients. The incumbent’s work area may be either on a ward setting and/or with patients in transit or while in other designated places.

Responsibilities

Duties include but may not be limited to:

  • Provide direct care to patients; assist with ADL’s: change/make hospital beds including specialized beds.
  • Maintains a neat and clean patient environment by properly storing personal belonging and supplies, wiping up spills and disposing of trash.
  • Makes rounds with visual observations regarding patients’ condition and promptly reports any changes such as vomiting, dyspnea. fainting, pain, gait or speech disturbances, skin disorders, (ulcers or rash, etc.) to the nurse promptly.
  • Collect and record vital signs including weights and pulse oximetry with documentation, in clinical records.
  • Perform simple dressing changes, measuring intake and output, managing/emptying drainage devices.
  • Transfer patients from the bed to a chair and back, toileting, hygiene, ambulation, changes in position, comfort care, and other direct care related responsibilities.
  • Work under the direct supervision of the RN or MD/DO, providing a full range of basic nursing, therapeutic and diagnostic care.
  • Interact with patients, family members, professionals, and other supportive personnel involved in the delivery of patient care.
  • Assists with admission, transfer and discharge of patients.

 

Work Schedule: Varying shifts, possibly evenings and/or weekends, dependent upon the needs of the service/business line. Questions concerning the work schedule may addressed during the interview process.

Qualifications

Basic Requirements:

  • United States Citizenship:Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Education or Training: One year above high school with courses related to the Nursing Assistant occupation. Completion of an intensive, specialized, occupation-related course of study of less than one year as a nursing assistant may also meet in full the experience requirements for GS-3.
  • Physical Requirements:Must pass a pre-employment physical per VA Directive and Handbook 5019.
  • English Language Proficiency: NAs must be proficient in spoken and written English in accordance with VA Handbook 5005, part II, chapter 3, section A, paragraph 3j.

May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).

 

Preferred Experience: At least 1 year of skilled, inpatient, acute or Intensive care hospital experience.

Grade Determinations: In addition to the basic requirements for employment, the following criteria must be met when determining the grade of candidates.

GS-05 Nursing Assistant (Full Performance Level). (a) Experience. One (1) year of progressively responsible assignments and experience equivalent to the GS-04 level which demonstrates knowledge, skills, and abilities that are directly related to the specific assignment. In addition, the candidate must demonstrate the professional KSAs in subparagraph (c) below; OR,

(b) Education. Successful completion of a four-year (4) course of study above high school leading to a bachelor’s degree that included 24-semester hours of courses related to health care or possession of a bachelor’s degree; AND

(c) Demonstrated Knowledge, Skills and Abilities (KSAs):In addition, the candidate must demonstrate the following KSAs:

  • Ability to assist in the full range of nursing care to patients/residents with physical and/or behavioral problems in a hospital, long term care or outpatient setting under the direction of a Registered Nurse and/or Licensed Vocational Nurse/Licensed Practical Nurse.
  • Ability to communicate orally with patients/residents, families, interdisciplinary team and other personnel. This includes serving as a preceptor to new NAs by assisting with the coordination of their orientation and overseeing/assessing their practical experience while in a clinical setting.
  • Ability to recognize and react to emergent patient/resident care situations and intervene while waiting for assistance. For example, recognizing need for basic life support, controlling bleeding and assisting with behavior crisis, etc.

The full performance level of this vacancy is a GS-5 . The actual grade at which an applicant may be selected for this vacancy is GS-05.

 

Physical Requirements: This position requires visual acuity, keen hearing, clear distinctive speech, and manual dexterity. Moderate lifting and carrying (15-44 pounds), strait pulling, pulling hand over hand, pushing, reaching above shoulder, use of fingers and both hands/legs, walking and standing 12 hours, crawling and kneeling 12 hrs, repeated bending, near vision correctable at 13″ to 16″ to Jaeger 1 to 4, far vision correctable in one eye to 20/20 and to 20/40 in the other, hearing (aid permitted), depth perception, ability to distinguish basic colors and shades of colors. Transferring patients and objects may be required. The incumbent may be exposed to infected patients and contaminated materials and may be required to don protective clothing in isolation situations or operative/invasive procedures. The incumbent may occasionally be exposed to patients who are combative due to delirium, dementia, or other psychiatric disorders. The incumbent must be a mature flexible, sensible individual capable of working effectively in stressful situations, able to shift priorities based on patient needs.
